Reduction of the number of civil servants is very important to save the budget. But the efforts now being rolled out by this government must be put in the context of overall reform of the bureaucracy. Not just for the sake of efficiency, this step should also create a bureaucracy to be more clean and transparent. Bureaucratic state we are concerned because their performance was commensurate with the size of the state budget is aspirated. They spent money around Rp 180.6 trillion every year, as seen in the postal personnel expenditure. This figure is quite large. Compare it with the infrastructure development budget, which is only Rp.67.4 trillion / year. Independent Team also offers three alternatives. First, the early retirement program for employees who are less capable. Second, training to increase skills and abilities that are less productive employees. Third, place the employees who are less qualified in the position without a position. Most people would not mind with all the options as long as it aims not only to efficiency, but also reform the bureaucracy. Outside of a series of options that actually there are other options, such as channeling employee who has experienced all areas. Moreover, many areas still needs to hire an experienced division. In other words, the proposed independent team that should not be viewed as a fixed price. Its application needs to be adapted to the needs of each department or agency of government. Agencies that already have enough power to stop the recruitment of new qualified for a certain period. The agency still needs to hire more qualified to hold an early retirement program. That means new recruits can still be done to encourage reform throughout the bureaucracy. However we still need a bureaucracy that is more capable of fresh energy. The new recruits are also very important to scrape the old bureaucratic culture that is not efficient, closed, and are commonly involved corruption, collusion, and nepotism. It is time for the bureaucracy oriented not self-serving, even asking the community served, but actually serve the people. Cultural changes that should be prioritized. This can be done with an open recruitment pattern as is commonly done in private companies. Staff selection exam which should result in costly quality resources. Any career level employees must be based on merit rather than tenure alone. Bureaucratic efficiency is clearly important. But audiences clearly crave more, which is ineffective and corrupt bureaucracy.
